Sims can now multi-task, do two things at once. It means Sims can now dance and talk to each other. It means they can /dissertation-abstracts-in-educational-leadership.html work out and watch TV and talk to the Sim next to them.
It means a Same time can make dinner and listen to the radio at the same time.
It means multi-person conversations are much, much easier to manage. It's kinda hard to explain without examples that sound specific but I have a feeling this is going to be the mechanic that drastically improves the game. There are also emotions but they're not quite as deep although easier to explain without examples. Basically, they're like enhanced moodlets that give bonuses to certain actions or make certain actions available.
If you're an artist or writer, you'll be able to create works that will impact the emotions of how to do homework in sims 4 dance at the same time.
It doesn't really do much but it makes a Sim feel more alive, more emotional. After all, keeping your Sims needs balanced really isn't that hard but keeping them emotionally balanced is a bit more dynamic. Also a couple of AI improvements.

There are a few clipping bugs that are cropping up because of it, but I'd rather have a little clipping than wait ten in-game minutes for my character to just do something. Yeah, cooking, writing, and playing different instruments have all been done but things like playing video games and dance the jokes have not.
Sims don't have to put a skill into charisma before conversing will raise it. Not sure if that counts as "smarter" but I thought I'd mention it.
